Sites like bitchute tried to execute on this idea, but honestly I think it’s all centralized now in practice due to low view counts? Napster and Spotify for YEARS successfully had P2P hosting. I understand P2P works best when a large amount of people are accessing a very finite library of popular content. If anything, it could just decrease bandwidth cost for popular and highly shared videos and images on the network while everything else is centralized.
