Misleading. Speaking to the steel and aluminum numbers, the first figure includes the increase in prices due to anticipation of the tariffs, while the second number is from after the tariffs had already been removed on our two largest trading partners (Canada and Mexico)—precisely because of their bad effects.

Even for this period, world prices for these metals fell, while US prices remained elevated above world prices.
