It is. Mostly. You are downloading them from wherever it is you are getting the video, then you are using a client to upload them to whatever hosting service they default to. Looking at your history, it has been nostr.built that they are defaulting to.
If you don't have a paid account with them, there are file size limits, though. They recently increased the max file size for users of their free service to 21MB, but I am unsure whether they have a daily/weekly/monthly limit as well. The site doesn't say.
Also @The Fishcake🐶🐾 & 763 others it looks like the About page still needs to be updated with the new file size limit:

So maybe I reached my video limit? Would that only apply to certain clients? Maybe that would explain why I can no longer post videos on some clients but can on others?

From what @The Fishcake🐶🐾 & 763 others said, it doesn't look like there is a daily limit, just a file size per upload limit of 50MiB. He's one of the main guys running nostr.build, so he would know.
That being the case, you shouldn't be getting blocked from uploading as long as your videos are under that file size limit each. The ones that I am seeing in your feed are WELL under that limit, so I am not sure why you would now be unable to upload...

Not possible. It would be like thinking you broke the English language because someone with ear-buds in blasting music didn't hear you. Protocol is working fine. There's just something preventing you from uploading through whatever client you are using to nostr.build.
