i kinda imagine this scenario: plebs using distributed mining rigs like bit axe (or similar) to easily mine blocks with less rewards or fees but that makes the network more secure and distributed

Right now people think these little miners are not worth it but at anytime tgose big facilities can shut down and the little bitaxes will pick up the slack.
